Nuneaton & Bedworth Council has been making concerted efforts to save public money by reducing energy usage for several years, and lighting can account for up to 40 per cent of its electricity consumption. After consultations with the Carbon Trust, the council appointed Chalmor to upgrade the lighting at Nuneaton Town Hall, the Council House, and two multi-storey car parks (MSCPs). The council's main issue was that much of the lighting across its portfolio was in use regardless of occupancy and levels of daylight. Following design meetings, Chalmor renewed or upgraded existing fittings – in many cases halving their power consumption for the same volume of light dispersement, installed long life lamps to reduce maintenance costs, and integrated new control command components such as Bluewave lighting controllers, PIR sensors and daylight measurement devices. Particular attention was paid to optimising the lighting across the portfolio, based on the three main parameters of time, light level and occupancy. For the MSCPs – which have standard working hours – pre-set timing for switching lights on and off was incorporated, while all the installations incorporated occupancy sensing controls which detect the presence or absence of people within the parameters of the sensor and turn lights on and off accordingly. This solution is particularly suitable to areas of a building where occupancy is unpredictable, such as meeting rooms and private offices. The use of these sensors, commonly known as presence detectors or PIRs, in a private office, can save around 45 per cent of its yearly energy usage. At the Council House, dimming light fittings were incorporated to work according to natural daylight levels while working alongside traditional occupancy control set up. The Town Hall used the same method for the window perimeter areas but the main saving came in the introduction of high efficiency fittings with room-by-room control. The council's Assistant Director – Asset Management & Street Scene, said: “Chalmor has brought not only a very high degree of technical expertise and experience to the energy saving lighting projects that Nuneaton and Bedworth Borough Council have embarked on over the last 18 months, but perhaps more importantly they have shown a genuine commitment throughout the project to work in partnership to 'get things right'. This commitment to partnership working has been manifested in their flexibility in carrying out work, allowing our office-based employees and the motorists that use our car parks to experience the absolute minimum levels of disruption, and their willingness to go the extra mile to get the state of the art systems we now have in our premises working as effectively as possible. In the tough financial climate that local authorities face now and in the future, the most important aspect of the projects we have undertaken is that they are delivering genuine reductions in the amount of electricity consumed in our premises.
